In the framework of the Technical Support to Hoa Binh province for the implementation of National Target Program on Rural Water Supply and Sanitation (NTP3), Water and Sanitation Program (WSP) of the World Bank and Vietnam Health Environment Management Agency (VIHEMA), in cooperation with SNV and CODESPA, the Center for Preventive Medicine of Hoa Binh (CPM) have developed an evidence based Behavior Change Communication and Sanitation Market strengthening strategy and tools. The BCC  Campaign for Hoa Binh province centered on the following objectives:

  • Everyone will know that proper use and cleaning are necessary to keep their latrines hygienic.
  • Users of the family latrine will know how to use it hygienically (depending on latrine type).
  • Cleaners will know how to clean latrines properly, including the needed materials and supplies and frequency.
  • Everyone will feel that it is part of their responsibility to their family to use latrines properly.
  • Adults in the household know that feces must be treated properly.

“Chung tay vì làng quê sạch đẹp”

The campaign uses the tagline “Chung tay vì làng quê sạch đẹp,” or “Join hands for a clean and beautiful village.” This tagline emphasizes the need for households to work together to improve sanitation and hygiene if they wish to enjoy the benefits of a clean and healthy environment. These benefits apply to both the family and the community, and are also a way to show respect to relatives and neighbors, a very important value in Vietnamese society.

COMMUNICATION CAMPAIGN

The formative research findings showed that the preferred communication channels for rural households are interpersonal communications, including both household visits and village meetings. Consequently, the communication campaign has focused on the use of these two channels to provide the most important messages and information to households. Additional communication channels will be used to reinforce the messages from the main channels.

 

The strategy combines the following communication channels:

  • Interpersonal communication activities, such as hamlet and group meetings or household visits.
  • Sanitation marketing events at village or commune level with strong participation of the private sector.
  • Mass media, including printed media such as banners hung on main roads and bridges, or posters hung in health stations or main government buildings, mural paintings including sanitation visuals and messages on public buildings like schools or health stations, loudspeaker broadcasts, TV broadcasts, and newspaper articles featuring sanitation topics.

As a communication channel for high-traffic public spaces, banners use both text and image in large format to convey key messages of the campaign trying to draw attention of many people, increasing the efficiency of communication.

The training posters are used by village health workers during meetings. The posters convey the information about hygienic latrine construction criteria, use and maintenance criteria. The posters also illustrate the connection between the hygienic status of the latrine and its owners’ health.

Village Map

The village map presents a clear picture of the sanitation situation in the village. The map is also a very effective tool for supporting the health workers during the monitoring activities at the village level. The hygienic status of the households are updated regularly (represented by stickers of different colors), and reportedduring the village meetings.

Latrine Catalog

Used during household visits by village promoters or sales agents, this document provides information on the different types of hygienic latrines, including their features and estimated prices. This is also tool for sale agents to introduce with households via village meeting and households visit to connect household demand and sanitation products and services provided by Sanitation Convenience Shops.

VIP and doubles vault latrines are two type of dry latrines recommended by MoH and household can build by themselves. These leaflets simplify the latrine construction process by numbering the construction steps. The leaflets also help ensure that the construction follows the hygienic criteria from the Ministry of Health.

Health workers or sales agents working in the sanitation campaign of Hoa Binh province will reward these stickers to households after they have completed their hygienic latrine construction. Stickers can be applied on the inside part of the latrine door, thus guaranteeing that all latrine users can access the information.

 

Posters

Posters were developed to highlight the benefits of having a hygienic latrine at both the individual and community levels. The posters focus on thematic issues such as building social support, explaining regulations and appealing to shared values and emotional drivers. Rather than conveying direct information, the posters show characters modeling or demonstrating the desired behaviors through situations that are easily identifiable to rural audiences. The posters can be used by village health workers in their meetings with households and displayed in public places such as health centers, schools, and other community buildings.

In Vietnam, loudspeakers are an important communication channel that is both practical and familiar to local villagers. Loudspeakers disseminate motivational messages and useful information such as local regulations on sanitation, the agenda for the next village meeting or updates of the village’s sanitation situation.

(Sanitation Convenience Shop Network)

“Cửa hàng Tiện ích,” or “Sanitation Convenience Shop” (SANCON), is a retail shop that provides a complete service package for latrine construction. Providing this integrated service will allow customers to substantially reduce the transaction costs and simplify the purchasing process for latrines. Customers will only have to negotiate and deal with a single provider instead of many (e.g., masons, several retailers, transportation service and financial services providers).

The signboard for OSS provides the contact information (name, address, phone number, products and services) of the OSS so that local villagers can easily recognize the business in their area.

Promotion and communication materials for the SANCON

Promotional merchandise and materials for the sanitation program help local villagers easily locate and identify the sanitation program and the sanitation service providers, as well as create a professional image for these businesses. These materials can be used by sales agents during their visits to households or village meetings, or distributed to participants in sanitation events to promote the sanitation program.
